LIHEAP Applications Now Available: Income Eligible PGW Customers Can Apply for Up to $1,000 Towards Heating Bill

PHILADELPHIA (November 2, 2026) – As winter’s colder temperatures quickly approach, Philadelphia Gas Works (PGW) is urging eligible Philadelphia households to take advantage and apply for the 2026-2027 Low Income Home Energy Assistance Program (LIHEAP). This federal program, which is open to renters, homeowners, and students provides qualified LIHEAP applicants up to $1,000 in free money applied directly to their PGW natural gas bills. LIHEAP grants do not need to be repaid. LIHEAP is first-come, first-served and while the LIHEAP application period is scheduled to end on Friday, April 23, 2027, it can end sooner if the limited funds are exhausted – so apply today!

Applications are available in nine (9) languages including English, Spanish, Chinese Simplified, Vietnamese, Haitian Creole, Arabic, Nepali, Khmer, and Russian. LIHEAP applicants are also encouraged to consent to application information sharing with PGW to help streamline enrollment and allow automatic recertification for eligible customers into PGW's Customer Responsibility Program (CRP), a bill assistance program that helps low-income customers afford their PGW bills and receive pre-program debt forgiveness.

There are easy ways to apply for LIHEAP:

  1. Text the word “CASH” to 77037 to receive an application.

  1. Download a LIHEAP application at pgworks.com/liheap.

  1. Schedule an appointment with a Neighborhood Energy Center to receive in-person guidance and payment assistance counseling.

  1. Visit the Pennsylvania LIHEAP Assistance Office at 1163. S. Broad St. or online.

  1. Join PGW in-person for its FREE LIHEAP Day event on Thursday, November 19 from 2:00 p.m. to 5:30 p.m. at The Center in the Park at 5818 Germantown Avenue.

Applicants must have a household income at or below 150 percent of the Federal Poverty Level to meet LIHEAP eligibility requirements. Eligibility guidelines are available here. LIHEAP funding not only supports eligible households in managing their bill but contributes to cost stability across the community by reducing unpaid balances that will not need to be subsidized.

“We know that many Philadelphians are navigating rising costs across their daily lives, and supporting our customers through those challenges is core to PGW’s mission,” said Denise Adamucci, Senior Vice President, Customer and Regulatory Affairs at PGW. “LIHEAP is a vital federal assistance program that Philadelphians rely on – roughly 180,000 PGW customers qualify for a free LIHEAP grant – and we are committed to raising awareness and helping them connect with financial assistance they are eligible for.”

Last year’s winter had bursts of cold weather – often below freezing – that required more energy to heat homes. While natural gas remains the most affordable and reliable energy source for residential Philadelphians, these cold temperatures require more energy to heat homes. LIHEAP is an important resource and can provide relief for eligible households looking to manage their winter energy costs.

At a time when Philadelphia is once again the poorest large city in the United States, with more than 20 percent of residents earning incomes below the level needed to meet basic needs and household expenses, connecting eligible residents to this funding is more critical than ever.
