Colder Temps Deliver PGW Residential Customers a $3.9 Million Bill Credit in 2025
Posted on: Feb 18, 2025This February, PGW residential customers will receive some bucks back from PGW, roughly $6 to $7 per customer, thanks to the abnormally cold temperatures experienced this past January via the Weather Normalization Adjustment (WNA) on your natural gas bill. The WNA adjusts a portion of a customer’s bill (from November through April) to reflect normal winter weather conditions. In colder-than-normal temperatures customers can receive a bill credit and in warmer-than-normal temperatures a surcharge.
At present, natural gas is the cheapest way to heat a home compared to other fuel sources like electricity, propane, or heating oil. Customers pay less for natural gas today than they did ten years ago due to the abundance in supply and extensive infrastructure in the United States.
The WNA adjustment is designed to reduce volatility in billing as temperatures can vary during the home heating season year to year. The adjustment provides customers relief during extremely cold winter weather and provides revenue stability to utilities to help with planning and scheduling system maintenance which contributes to operational quality and pipeline safety.

Weather Normalization Adjustment (WNA)
From October through May, utilities all across the country use Weather Normalization Adjustments (WNAs), which help make customer heating bills more predictable and stable. The WNA adjusts monthly bills when the weather is colder or warmer than normal. Depending upon the weather, the WNA applies either a credit or a debit to your bill. During a colder than normal month, customers see a WNA credit on their bill, which helps to offset the cost of increased heating. In the same way, during a warmer than normal month, the WNA results in a debit on customer bills. This allows utilities to cover the costs of maintaining their systems even when gas use is lower than expected and helps delay base rate increases.
